The SCANS Report
Instruction shall be
provided in the skills and competencies identified in the SCANS (United States
Secretary of Labor’s Commission on Achieving Necessary Skills) report and in the
employers’ survey report of the South Carolina Chamber of Commerce’s Business
Center for Excellence in Education such as basic skills, resource skills,
information skills, systems skills, and technology skills. --Final Regulation, South Carolina School-to-Work Transition Act, 1994
The hallmarks of success described above are reflected in the Secretary’s Commission
on Achieving Necessary Skills (SCANS) Report, developed by a group of 31 leaders
from businesses, schools, the government, and unions from across the United
States. The SCANS Commission was established in 1990 by the Department of Labor
to examine the demands of the workplace and to determine whether the current and
future workforce is capable of meeting those demands. The SCANS report,
published in 1991, outlines the actual competencies and skills that today's
employers expect competent, qualified applicants to possess. To read more about
